Permission for electronic eavesdropping should not be required for calls coming from or going to a foreign country, when time is of the essence to save lives. I am not talking about gathering evidence to prosecute a criminal. All proper authorities and laws need to be complied with when prosecuting criminals. I am talking about immediate threats to American citizens and citizens of allies. There will be plenty of opportunities for proper search and seizure.
